How to convert Coaxial TV signal into VGA or DVI?

The reviews are quite varied. I have a coaxial cable signal coming out of the wall (no need for a cable box or satellite or anything).
Is this the appropriate product? Should I upgrade my video card? Is the included software adequate or can you recommend something better?
I am familiar with the workings of a computer, but have never attempted a TV-to-PC project before and would like to know if I’m on the right track.
